Ohio public-records law, including ORC 149.43, makes many jail, court, and agency records available to the public. The harder part is understanding which custody level a record belongs to. Jackson County Sheriff's Office runs the Jackson County Correctional Facility for local custody, but sentenced Ohio prisoners, federal inmates, and immigration detainees are tracked in different systems.
